सिनमाघरों में राष्ट्रीय गान क्यूँ?

अनुपम खेर साहेब जब संगीनता से कोई बात कहते है तोह उसपर ध्यान देना चाहिए. वो एक मंझे कलाकार हैं और एक no-nonsense देशभक्त भी. जिस शक्स ने दिवंगत अमरीश पूरी की बोलती बंद कर दी थी, उसके लफ़्ज़ों के वज़न में कुछ भार तो ज़रूर होगा.

याद आता है दिदिऐलजे का वो अंत की तरफ़ का दृश्य जहाँ अपने बेटे के बारे में वो अपशब्द सहन ना कर सके थे. ‘बस...बस...स...स...स... मेरा बेटा मेरा ग़ुरूर है, मेरे ग़ुरूर को मत ललकारिए’. पंजाब के उस छोटे से गाँव की हवेली के कमरे में और साथ में देश भर के सिनमाघरों में गूँज गयी थी ये बात.

इस बार भी बात सिनमाघरों की ही है लेकिन ललकार बेटे के लिए नही बल्कि देश के लिए है. पूछते हैं वों कि भला क्या आपत्ति है लोगों को कि वे राष्ट्रगान के लिए बावन सेकंड के लिए भी खड़े नही हो सकते. जब लोग सिनमाघरों में जाने के लिए बाहर कतार में लग सकते हैं, रेस्तराँ में घुसने के लिए खड़े इंतेज़ार कर सकते हैं, तोह सिनेमा चालू होने के पहले बजने वाले राष्ट्रीय गान में खड़े क्यूँ नही हो सकते.

बहोत सोचते रहने के बाद भी इस तुलना का तुक मेरी समझ में तोह नही आया. पहली बात तोह यह कि बावन सेकंड पर इतना ज़ोर क्यूँ? मेरे कुछ मित्रों ने भी पहले कहा था कि यार बावन सेकंड खड़े रहने पर क्या बिगड़ जाएगा.

लिहाज़ा कुछ भी नही, लेकिन अगर हमारा राष्ट्र गान दो मिनट बावन सेकंड का होता तोह क्या इनमें से कुछ लोगों के पाँव में दर्द शुरू हो जाता? क्या वो इसीलिए खड़े होने पर राज़ी हैं क्यूँकि गान की अवधि सिर्फ़ बावन सेकंड है? अगर बात ये है तो, किसके राष्ट्रीयता पर सवाल उठना चाहिए: ना खड़े होने वालों के या खड़े होने वालों के?

गान की समय अवधि को सामने रखकर खड़े नही होने चाहने वालों के पारिवारिक संस्कार पर सवाल उठाने पर एक हिंदी कहावत याद आती है: दूसरे के कंधे पर बंदूक़ रख़कर गोली चलाना! खेर साहेब, संस्कार को घसीटना थोड़ा ओछा हो गया.

खेर साहेब राजनीतिक मसलों पर बेझिझक अपनी बातों को रखते हैं, इसीलिए उनसे ये तोह उम्मीद रखना लाज़िमी है कि बात वो चाहे जिस भी वैचारिक रंग का कहें, उसमें तर्क़ कि कमी ना आने पाए. लेकिन ऐसा हुवा नहीं.

सिनमाघरों में राष्ट्रीय गान बजना है या नहीं, ये मुद्दा ना तो समय का है ना संस्कार का.

हर event और जगह का अपना मर्यादा होता है. उसका संदर्भ भी उसी के दायरे में मायने रखता है. सिनमाघर ना तो पंद्रह अगस्त और छब्बीस जनवरी का लाल क़िला है ना ही वो तमाम स्कूल और कॉलेजों के मैदान जहाँ इन दो दिनों पर राष्ट्रीय गान भी होता है और ‘रंगारंग कार्यक्रम’ भी.  

सिनमाघरों में हर शो के पहले राष्ट्रीय गान बजने की वजह क्या है, ये तो खेर साहेब ने बतलाया नही. अगर उनका तर्क़ ये होगा कि गान पर खड़े होने से राष्ट्रीयता कि ऊर्जा और शक्ति सुनने वालों में त्वरित होगी, तोह उन्हें इस पर फिर से विचार करने की ज़रूरत है.

जो चीज़ें अहम होतीं हैं उन्हें आम नही बना देनी चाहिए. अगर मैं उनके वैचारिक सोंच से साझा रखता, जो मैं स्पष्ट तौर से नही रखता हूँ, तो भी मैं राष्ट्रगान का सिनमाघरों में बजाए जाने का विरोध करता. कहीं आप उसे बार बार बजाकर उसकी अहमियत तो नही गिरा रहें हैं?

पंद्रह और छब्बीस को राष्ट्रीय गान बजने का संदर्भ है - राष्ट्र-राज्य के इतिहास का संदर्भ, कुछ सांकेतिक रूप से महत्वपूर्ण तारीख़ को याद रखने का संदर्भ. क्रिकेट और फ़ुट्बॉल के मैदान पर भी संदर्भ देखा जा सकता है. एक देश दूसरे देश से खेलता है, हर देश का सूचक उसका गान बन जाता है. मुमकिन है बहुतों को ये भी पसंद नहीं आए लेकिन कुछ तार्किक संदर्भ सोंचे जा सकते हैं.

सिनमाघरों में राष्ट्रीय गान क्यूँ? सिनेमा मनोरंजन और व्यवसाय पर आधारित है. उसको दिखाने के पहले राष्ट्र-राज्य को याद करने का क्या अभिप्राय है? कोई ऐसा सांकेतिक दिन या समय भी नही है, दिन में चार बार बजना है. क्यूँ?

हम चाहते थे कि आपको ये पढ़ने में बावन सेकंड से ज़्यादा ना लगे लेकिन शायद कुछ अधिक लग गया होगा. इसके लिए मुआफ़ी चाहेंगे.

अंत में फिर से तुलना पर लौटते हैं. रेस्तराँ के क़तार में लगना और कितनी देर तक लगे रहना ये दो बातों पर निर्भर होता है - वहाँ खाना कितना अच्छा मिलता है और भूख कितनी ज़ोर की लगी हुई है. अगर आस्वशत हैं कि खाने का ज़ायक़ा उमदा है तो भूख ज़्यादा देर तक बर्दाश्त की जा सकती है. मतबल ये कि खड़े रहना है या दूसरे रेस्तराँ की तरफ़ बढ़ने का फ़ैसला आपके समय, आपका आंकलन कि खाना कितना विशिष्ट है, और आपकी अपनी भूख पर निर्भर करता है. अगर आप वहाँ कि क़तार से निकल जाते हैं तो साथी क़तार वाले ना ही आपको थप्पड़ मारेंगे ना ज़बरदस्ती आपके मूँह में पनीर टिक्का ठूँस देंगे.

अगर खेर साहेब अपनी तुलना से ये कहना चाहते हैं कि सबको अपने समय, आंकलन और भूख के मुताबिक़ ये तय करने का हक़ है कि वो खड़े रहना चाहते हैं कि नही, तो खेर साहेब को मुबारकबाद. उन्होंने अनजाने में एक बहोत बड़ी बात कह दी. हर लोग को सिनमाघर के अंदर ये तय करने का हक़ होगा की खड़ा होना है या नही. खेर साहेब, अगर आपकी तुलना का ये विश्लेषण आपको अटपटी लग रही है तब आप शायद समझ गए होंगे कि आपकी तुलना ख़ुद में कितनी अटपटी थी.
